(1) Organisation. To start a cafe and form a small scale

Intelligence Organisation, as a centre of contact and

conveyance.

(2) Personages. To absorb about 10 reliable youths with

patriotic zeal, of the film, dramatic and press circles,

to work together.

(3) Works. (a) To try to photostat documents belonging to

the different Embassies, concerning the enemy, the puppet

government, and our side.

(b) To try to report the information concerning

China received from different countries, the enemy, and

the puppet government.

(a) To try to cultivate a friendship with the

comparatively lower diplomatic staff of different

countries, and foreign reporters, in Shanghai, in order

to obtain information and secure facilities for future

work, without their knowing it.

(a) To try to mix with the puppet regime in order

to obtain their future course.

(4) Expenditure. It is possible to purchase a portion of the

furniture from a certain tea-house in Shanghai. The

initial expenses is fixed at, below $1,500.00.

(5) Appendix. The past histories of the staff members will

be submitted for approval before they are employed. The

tentative period shall be 6 months.
